Process Liaisons Stamements

Incoming (ILS)

Incoming LS
  1. An incoming LS is received on the liaison@omaorg.org email list.
  2. Is there a valid cooperation agreement / framework with the organisation that sent the LS (see External Liaison Agreements)? (Note if the LS has been sent from an OMA SpecWorks member company then a cooperation agreement / framework is not required.) If not then forward the LS to the OMA SpecWorks Board and wait for agreement before uploading the LS.
  3. Has the LS been sent to one or more specific OMA SpecWorks groups? If so is this the correct group(s) to receive the LS?
    If the LS has not been sent to a specific OMA SpecWorks group(s) then allocate the LS to one or more groups; if unsure then escalate this task.
  4. Check the incoming LS:
    - Does it meet the terms and conditions of the applicable LS Cooperation Agreement/Framework and other applicable laws including copyright?
    - Is there an attachment to the LS? If so check if the file can be downloaded from a publicly available URL; if it cannot be then considered carefully whether the LS can be further processed, could it be uploaded to the portal with category OMA Confidential?
    - Ensure that all URLs refer to publicly available content and that the URLs work properly.
  5. Upload the LS as an internal document in the appropriate OMA SpecWorks group(s) Liaisons folder(s).
  6. Send an email notification regarding the LS to the OMA SpecWorks group(s) that it has been uploaded to and CC the liaison@omaorg.org email list. In the email include the link(s) to where the LS can be downloaded from.
  7. Send an acknowledgement of receipt email to the external contact who sent you the liaison to let them know it has been dealt with.

Outgoing (OLS)

Outgoing LS
  1. An outgoing LS is received on the liaison@omaorg.org email list.
  2. Check the LS has been approved by the sending Group.
  3. Is there a valid External Liaison Agreements LS Cooperation Agreement/Framework with the organisation(s) that it has been requested the LS is sent to? If not then do not dispatch the LS to any recipient organisation(s); instead forward the request to the Board requesting permission to send the LS and wait for agreement before continuing.
  4. Check the LS:
    - Does it meet the terms and conditions of the applicable LS Cooperation Agreement/Framework?
    - If there is a file attached to the LS then replace the file with a URL within the LS instead.
    - Ensure that all URLs refer to publicly available content and that the URLs work properly.
    - Ensure the LS matches the corresponding document template.
  5. Upload the LS as a permanent document to groups.io.
  6. Send the LS in an email to the recipient organisation(s); CC the sending group(s) email list(s) and also the liaison@omaorg.org email list.

Formats for outgoing LSs

As a general rule OMA SpecWorks specifications should not be attached to an outgoing LS; only provide a public URL to the OMA SpecWorks document.
Exceptions should be made for the following organizations:

W3C Mandatory format: pdf or html only (not Word)
